Rhino Data Activation for EHDS Data Holders
The European Health Data Space imposes a firm deadline on a problem every hospital and health system already has: data that is not harmonised, not catalogued, and not governed for reuse beyond the record it was created in. Any organisation holding health data becomes a Data Holder (DH) by operation of the regulation – there is no threshold to cross and no application to file. That status carries an unconditional obligation, phased in from March 2029 and extending to imaging, lab results, and discharge reports from March 2031: describe what the institution holds, and prepare an extract whenever an approved permit requires it. Permits are approved by a Health Data Access Body (HDAB), the national authority each Member State designates to adjudicate secondary-use requests and, by default, receive the extracted data itself to share with the approved requesting body.
Rhino Data Activation, built on the Rhino Federated Computing Platform (Rhino FCP), addresses that obligation first. Data remains inside the institution's own environment, where all computation occurs, while Rhino Data Activation describes, harmonises, and prepares a Data Holder's data for permitted reuse. Article 72 then opens a further choice to institutions in Member States that have established the procedure: apply to become a Trusted Data Holder, keeping data inside its own environment rather than handing it to the national access body, in exchange for a fee and retained control. Rhino Data Activation extends to that path as well, and because the underlying harmonisation and governance work is the same either way, moving from ordinary to trusted status is an extension of infrastructure already in place rather than a separate undertaking. That same infrastructure – a described, harmonised, governed data estate – also carries the institution's internal reporting, analytics, and research collaboration outside EHDS entirely, which is worth building regardless of which of the two paths an institution ultimately takes.
